Britain and France Plan to Send Military Personnel to Ukraine should a Ceasefire Accord is Agreed

Placeholder Diplomatic Meeting

The London and Paris have signed a statement of purpose concerning the deployment of military forces in the nation in the event a ceasefire be struck with Russia, the British leader, Starmer, has announced.

Following talks with Kyiv's partners in the French capital, he said that the two nations would "establish defense centers throughout Ukraine and build protected structures for military hardware and military equipment" to deter any subsequent attack.

The coalition members also put forward that the America would play the primary role in overseeing a truce.

The Kremlin has repeatedly cautioned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has as yet not issued a statement on this new announcement.

The Situation and Continuing Conflict

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Moscow at this time occupies about 20% of Ukrainian territory.

"This is a vital part of our vow to stand with Ukraine for the long-term," stated Starmer.

National leaders and high-ranking officials from the "Partner Group" took part in Tuesday's talks.

He stated at a combined announcement, he further said: "It paves the way for the juridical structure under which allied and coalition forces could operate on the ground in Ukraine, securing Ukraine's skies and seas, and restoring Ukraine's military for the time to come."

The UK prime minister went on to say that Britain would be involved in any Washington-directed confirmation of a possible cessation of hostilities.

Protection Pledges and Negotiation Stances

Senior Washington representative Steve Witkoff said that "lasting security guarantees and substantial economic promises are critical to a enduring ceasefire" in Ukraine – alluding to a key condition made by Ukraine.

Witkoff noted the partner nations had "mostly completed" their work on establishing such assurances "so that the citizens of Ukraine know that when this conflict ends, it ends permanently."

The former US envoy, US President Donald Trump's representative, also participated in the talks.

Separately, France's leader Emmanuel Macron said that Ukraine's partners had made "major advances" at the negotiations.

He added that "robust" security guarantees for Kyiv had been settled upon in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "major development" had been made in the talks, but cautioned that he would only consider efforts to be "enough" if they resulted in the end of the war.

Last week, the Ukrainian leader suggested a settlement was "largely prepared". Finalizing the remaining 10% would "shape the future of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of ongoing disputes for the parties involved.
  • Moscow has repeatedly warned that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any compromise over how to end the war.
  • Kyiv has to date excluded surrendering any territory, but has floated the idea that Ukraine could withdraw its troops to an agreed point – but only if Russia does the same.

Russia presently holds about 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk region. The pair of oblasts form the industrial region of the Donbas.

The earlier US-led comprehensive framework that was extensively reported to the media last year was perceived by Kyiv and its European allies as being disproportionately favorable in Russia's direction.

This triggered a period of focused discussions – with all sides trying to amend the document.

The previous month, Ukraine submitted the US an revised proposal – as well as separate documents describing potential security guarantees and provisions for Ukraine's reconstruction, Zelensky stated.
